Frequently Asked Questions
LUXHUB is a Luxembourg-based RegTech company founded in 2018 by four major Luxembourg banks – Spuerkeess, BGL BNP Paribas, Banque Raiffeisen, and POST Luxembourg. It combines fintech agility with deep regulatory expertise to help banks, payment service providers (PSPs), and financial institutions comply with EU financial regulations and deploy innovative payments solutions. LUXHUB is supervised by the Luxembourg financial authority – the CSSF – and holds both AISP and PISP licenses.
LUXHUB’s product portfolio offers PSD2 XS2A (Open Banking compliance), CEDR (Luxembourg AML/IBAN register compliance), CESOP (EU cross-border payment tax reporting), Payee Verification Platform (VOP / Verification of Payee), WERO integration(on both the issuing and accepting sides) and the Fraud Intelligence Gateway (with regards to Labaronne Law in France and the FNC-RF platform).
LUXHUB serves a broad range of financial services stakeholders across Europe, primarily banks and credit institutions seeking regulatory compliance, payment service providers (PSPs) managing cross-border reporting obligations, companies exploring Open Finance, third-party providers (TPPs) including AISPs and PISPs building on Open Banking APIs, and large corporates or multi-bank platforms requiring connectivity and embedded finance solutions.
Yes. LUXHUB is regulated and supervised by the CSSF (Commission de Surveillance du Secteur Financier), Luxembourg’s financial authority. It operates as a Support Professional of the Financial Sector (Support PFS) and holds both an AISP (Account Information Service Provider) and PISP (Payment Initiation Service Provider) licenses. LUXHUB also holds ISO 27001 certification, attesting to its information security management standards.
While LUXHUB is headquartered in Luxembourg and serves the majority of Luxembourg’s banking market, its solutions are deployed across the European Union. The PSD2 XS2A platform is used by more than 40 ASPSPs across multiple European countries. Just like the PSD2 XS2A solution, LUXHUB’s VOP and CESOP solutions address EU-wide regulatory requirements. The Fraud Intelligence Gateway supports French PSPs under Loi Labaronne, with European expansion expected as PSR is adopted.
PSD2 (EU Directive 2015/2366 on Payment Services) requires ASPSPs to open access to customer payment accounts to licensed third-party providers via secure APIs, with the consent of the data owner. LUXHUB’s PSD2 XS2A product provides a mutualized, certified technical platform that handles API management, TPP identification and authorization, strong customer authentication (SCA), monitoring, and mandatory helpdesk support, enabling institutions to achieve full regulatory compliance efficiently and cost-effectively.
Yes. LUXHUB actively supports institutions in meeting Instant Payments Regulation (IPR) requirements. Its connectivity solutions include an Instant Payments API enabling seamless bank-to-bank SCT Inst scheme access, a MultiLine Instant Payments Adapter for corporate multi-bank platforms, and Wero Integration Layer services enabling banks to deploy the EPI pan-European digital wallet. With regards to the Verification of Payee obligation, mandatory under the IPR, LUXHUB provides the Payee Verification Platform.
Mutualization is LUXHUB’s founding principle. Rather than each financial institution independently building and maintaining compliance infrastructure, LUXHUB provides a shared technical platform where costs, expertise, and operational resources are pooled for the benefit of the participating financial institutions. This model dramatically reduces individual compliance time-to-market while maintaining the highest security and regulatory standards. This approach has already been proven across PSD2 XS2A, VOP, and Wero integration.
No contract is required to access the LUXHUB Developer Portal or to consume PSD2 APIs in a test environment. You simply need to register and accept LUXHUB’s Terms and Conditions during the sign-up process. For production access and commercial deployments, a formal service agreement is required. LUXHUB’s team is available to guide institutions through the onboarding process.
LUXHUB’s Resource Hub offers a comprehensive library of regulatory updates, white papers, infographics, blog posts, press releases, webinars, and podcast content covering Open Banking, PSD2, Open Finance, payment compliance (VOP, CESOP, Fraud, CEDR), and emerging frameworks such as FiDA and PSR. A monthly newsletter is available by subscription, delivering curated fintech and compliance intelligence directly to readers.
LUXHUB operates from a Tier IV data center located in Luxembourg, ensuring the highest levels of infrastructure resilience and data sovereignty. The company holds ISO 27001 certification for information security management. All API communications use secure, encrypted channels with robust authentication mechanisms. Its CEDR product uses PGP encryption and one-time secure URLs for file transfer, and its VOP solution stores data in a siloed, encrypted manner in compliance with GDPR and financial data protection standards.
You can contact LUXHUB via the dedicated contact forms on each product page, by email at info@luxhub.com, or by phone at +352 288 076. Product-specific brochures and demo requests are available for PSD2 XS2A, CEDR, CESOP, VOP, Fraud Intelligence Gateway, and Wero Integration Services. LUXHUB’s team of specialists is available to assess your regulatory challenges and recommend the most appropriate solution.
